＜ひきこもり＞支援方法の再検討
― 若者自立塾事業との関係から―
抄録
本稿は＜ひきこもり＞に関する考察の一つである。
本論での論考の中心は「若者自立塾事業」との関係である。＜ひきこもり＞が認識されて久しいが、「自立を目指す」から、「自律の維持」へというように、厚労省は支援の指針を大きく転換させた。
しかし、このような転換が必要になることは、「若者自立塾事業」の廃止の時点でわかっていたことである。そこで本稿は「若者自立塾事業」と関連施策の検証から、このことを確認することを目的とする。
Re-examination of support methods for hikikomori
― Consider in relation to “wakamonojiritujyuku” measures ―
Abstract
This paper is one of the considerations on “hikikomori.” In this paper, the policy of “wakamonojiritujyuku” is mainly examined.
It has been a long time since “hikikomori” was recognized, but the Ministry of Health, Labour and Welfare has made a major shift in the guidelines from aiming at self-reliance to maintaining self-reliance. However, the necessity of such a shift has been known since the closure of the “wakamonojiritujyuku” project. This paper confirms this by examining the “wakamonojiritujyuku” project and related measures.
