いじめ重大事態への対応にみるわが国の歩み

要旨
本稿においては、「いじめ問題」への社会の認識や動向の変遷を、いじめ防止対策推進法の制定前後の研究や政策に焦点をあてレビューした。
その結果、法の制定前においては、「いじめ問題」への対応は「学校内」で行われるものであり、教育学や心理学をメタ認知として対応がなされ、学校現場の苦悩が如実に活字化されてきた。そして、法の制定後は子どもの人権侵害を予防し、子どもの教育を受ける権利を保障する方向で法が機能しはじめ、「いじめ問題」への対応が社会化したと解釈できた。
子ども・教職員・学校・地域社会のウェルビーイングの実現には、「いじめ問題」の克服に向けた努力が全国民・全人類に欠かせないと示唆された。
Japan’s progress in responding to serious bullying cases

Abstract
This paper reviews the changes in social awareness and trends regarding the “bullying” focusing on research and policies before and after the enactment of the Act on Promotion of Measures to Prevent Bullying.
The results show that before the enactment of the Act, the “bullying” was dealt with “In school,” and was dealt with using pedagogy and psychology as metacognition, and the suffering of schools was clearly printed. After the enactment of the Act, the Act began to function in the direction of preventing violations of children’s human rights and guaranteeing children’s right to education, and it could be interpreted that the response to the “bullying” was socialized.
The results suggest that efforts to overcome the “bullying” are essential for the realization of well-being for children, teachers, schools, and local communities, for the entire nation and all of humanity.
