「自立支援」のための介護福祉とICF（国際生活機能分類）

現在、日本の介護福祉問題で非常に重要な、「自立支援」について検討して行く過程で、その実現に向けての課題の重要性や、自立支援介護福祉が進まない理由について、６つの観点から指摘した。その上で自立を支援する介護福祉を進めていく為に、国際生活機能分類（ICF）の「活動と参加」などの分類項目を活用することによって十分に可能である点を指摘した。国際生活機能分類は、介護福祉を国際的に共通な業務とするためにも重要な根拠となりえる。さらにその実際の活用方法等を、機能分類の第２．第３レベル分類をさらに詳細に分析して枠組みを作成するという進め方を、例示しつつ考察した。しかし、それを実現していくには、本論では論じきれない考慮すべき課題が残るので、それらの点について、支援をめざす介護福祉の残された課題として指摘した。
Long-term care welfare for “independence support” and the International Classification of Functioning, Disability, and Health (ICF)

Abstract
In the process of examining “independence support,” which is currently very important in issues of long-term care welfare in Japan, we point out the importance of matters to realize this and the reasons that long-term care welfare to support self-reliance has not progressed, from six perspectives. In addition, we indicate that it is quite possible to promote long-term care welfare that supports independence by utilizing categories such as “activities and participation” of the International Classification of Functioning, Disability, and Health （ICF）. The International Classification of Functioning, Disability, and Health can be an important basis for making long-term care welfare a common international task. Furthermore, the actual utilization method of functional classification is analyzed in detail and the framework of the second and third levels of functional classification is examined, with examples. However, in order to realize this, there are still issues to be considered that cannot be discussed in this paper, and these points are mentioned as remaining issues for long-term care welfare that aims to provide support.
