「助」格差社会における日本型ソーシャルワーカーの養成改革
―新たな地域開発理論：地域生命学的アプローチの提示―

要旨
本稿では、わが国の地方都市と日本型ソーシャルワーカーの現状を題材に、筆者が行なったフィールド調査から得た知見を提示し、日本型ソーシャルワーカーの新たな養成のための教育改革への視点を検討した。
筆者の認識は、地方都市が活性化するためには、地域の「助」から排除され、周縁化した人々の「生と死」に関わる歪められた選択を「幸せな選択」に修正していく必要がある。そのために、すべての人の「生と死」を受け入れる地域での居場所が必要であり、それが伝承される土台としての文化と教育がなされることが大切だというものである。
そうした認識を日本型ソーシャルワーカーが学び、包括的な相談支援力を発揮するためには、日本型ソーシャルワーカーの新たな養成教育カリキュラムに、筆者による試みなど、事実や事例から抽出された実践理論が取り込まれるべきであろう。
Reform of the training of Japanese-style social worker necessary for “Helping” disparity society
— Presenting towards a new theory of community development: Community Life Science Approach —
Abstract
This paper shows the present situation of the local cities and Japanese-style social workers and the results of the field survey by the author. Then, I examined the viewpoint on how Japanese-style social workers should be educated.
The author thinks that people who were excluded from the community’s help to be distorted the choice on “life and death”. I think that it is necessary to have the happiness place regarding “life and death” of all people. In addition, I think that it is important that the feelings of thinking that the happiness place is necessary are made “culture and education” to be passed on. Japanese-style social workers have to learn such recognition and demonstrate comprehensive consultation support power. To that end, Japanese-style social worker’s new training curriculum should incorporate the practical theory for the community.
