青年期教育機関としての専門学校
―教育福祉の観点からみた専門学校職業教育の意義―
要旨
本論は、専門学校における職業教育を青年期教育の視点から捉えなおし、教育学研究としての専門学校研究の新たな視点を提示するものである。戦後、日本型雇用の成立に伴って、偏差値主義的学力に基づく競争的な青年期が出現した。青年期教育研究においては、日本型雇用に当てはまらない生き方をする青年をノンエリート青年とし、分断的に把握してきた。本論では、教育福祉の概念を用い、全ての青年にとって、青年期教育の競争的性格の克服と職業教育の機会の保障が必要であると整理した。本論では、これら青年期教育の課題に対し青年期の大衆的な職業教育機関として専門学校が独自の意味を持っている点を確認し、専門学校教育の発展の要因を５つの点、すなわち「職種別労働市場に対応した職業教育」「戦後の専門学校制度の特殊性」「学校形態の教育機関であること」「日本の教育制度の二重構造型」「教員の教育の自由」から説明した。
Specialized Training College as Youth Education Institutions
― The Meaning of Specialized Training College’s Vocational Education from the Perspective of Educational Welfare ―
Abstract
This paper aims to present a new point of view of research on specialized training colleges as educational research by rethinking youth education in specialized training colleges. After WW2, in Japan, the period of youth was characterized by competitiveness, in accordance with the prevailing style of Japanese employment. Japanese youth educational research gave a segmental definition of youths who have precarious employment and have not followed a standard life course as “non-elite youths.” Using the concept of educational welfare, this paper explains that it is necessary for all youths to overcome the competitive nature of youth education and to be guaranteed opportunities for vocational education. Moreover, this paper confirms the unique role of specialized training colleges as vocational education institutions to solve these problems of youth education, and describes the five factors in the development of education by specialized training college as youth education institutions.
