ドイツにおける職業教育の動向
―コンピテンスと資格枠組みに着目して―

本稿は、ドイツの職業教育におけるコンピテンスおよびEU諸国との制度共通化に向けた国内制度の整備と職業教育の高度化の動向を捉えたものである。EU全体の動きとして、資格・学位を共通の視点で理解するための仕組みである欧州資格枠組み（EQF）が策定され、ドイツは資格枠組みDQRを運用しているが、高等教育に重点が置かれる高度化の動きは労働市場との不適合を起こしている。またDQRはコンピテンスを軸に構成されており、そのレベルが能力指標となっているが、EU共通の学位制度の導入により、単位を取得することで学位が得られ、それがDQRのレベルを表し、相応の能力認定が容易になった。この動きは、「能力」が「資格」と同じように「所有」するものとして扱われること、すなわち能力の等価交換性を生むものである。さらにその「能力」は個人の責任において獲得すべきという技能形成の「自己責任」「個人主導」への方向転換である。
Trends in Vocational Education and Training in Germany
― Focusing on Competence and the Qualifications Framework ―
Abstract
The purpose of this paper is to study competence in vocational education and training (VET) in Germany, improvements in Germany’s domestic system to achieve consistency with the VET of EU countries, and trends in the advancement of VET. The European Qualifications Framework (EQF) is a common European reference framework whose purpose is to make qualifications more readable and understandable across different countries and systems, while in Germany, Deutscher Qualifikationsrahmen für lebenslanges Lernen (DQR) is implemented. VET that strengthens higher education results in a mismatch with the labor market. In addition, level descriptors of DQR describe the competences required to obtain a qualification. Because of the Bologna Process, a degree is obtained by acquiring units, the degree shows the level of DQR, and recognition of equivalent competence is facilitated. This trend results in competence being considered a possession, just as qualifications are. Moreover, this trend leads to the viewpoint that it is the responsibility of the individual to acquire competences.
